2010: Continued Dialogue
Association of the Russian pharmaceuticals manufactures with The Association of International Pharmaceutical Manufactures has had a conference,named as " State regulation and the Russian pharmaceutical industry 2010:  the continue of a dialog». This event has became  the forum attended by market participants and supporters of the structural changes in order to develop an effective dialogue with a government authorities.
The main topics of the conference were the Federal Law «On drugs circulation», the state drugs price controls, pharmacoeconomics, as an essential  component of the formulary system, pharmaceutical clusters as a way of  development of the local production, and the prospects of the pharmaceutical market in terms of the Customs Union between Russia, Belarus and Kazakhstan.
The Forums  brought together representatives of legislative and executive branches of governments, NGOs and businesses of Russia and CIS countries.  As a participants representatives of Ministry of Economic Development, Roszdravnadzor, regional authorities of Russian entities, scientists, and dgrug developers were included . A report on the «Country's priorities in the system of public drugs» was presented by an interim Head of Roszdravnadzor Elena Telnova.A number of pressing industry issues, especially  a primarily of the purchase of medicines program ONLS was underlined. A sounding figures is confirming  the problems in this area. The average price in Russia in 2009, purchased imported medicines with domestic counterparts consists  2100 rubles.This is  on 37% more than in 2008, when the domestic product"s average price is 1300 rubles. The potential financial savings for the replacement of imported products on domestic ultimately would produce the savings of 3.2 billion rubles. That is practically equal a monthly expenditure of funds under the program ONLS. According to the speaker, the policy of import substitution in the Russian market of medicines, medical equipment and medical products, as well as state regulation of prices ZHNVLS have to become one of the main priorities for the health development .

The developments of farmklasters were announced in the  three Russian regions. The Minister of Economic Development in Kaluga region Ruslan Zalivatsky has presented the strategy of the  pharmaceuticals clusters formation, medical and biotechnologycal development in the region. The Minister has noted that the volume of pharmaceutical production in the region amounted to 1491,2 million rubles in 2009. For the past ten years it has increased in  46 times. The region is working with  a project creating pharmaceutical industries with its European partners and  with a  total investment of more than 100 million euros.All  necessary infrastructure has been created in the Kaluga and Obninsk as a  location of industries.
 A  similar situation with the development pharmaceutical klasters is  in the Yaroslavl region. The region is already defined with placement of production facilities, as well as the time frame for commencement of construction and production of the  finished products, which are scheduled for 2012 and 2014. In St. Petersburg pharmaceutical klasters will be placed in the industrial zone "Pushkinskaya". More than $ 15 million is granted for its development  . The total reserve area for placing pharmaceutical production is 12 hectares, it is expected that they will start work within two years. Leaders of  leading member companies ARFPA have shared  of their experiences and vision for the future development of the domestic pharmaceutical industry business  at the conference  . "Development of pharmaceutical industry - it is common. The conference has already become a traditional venue for the exchange of views, participants of the pharmaceutical market. It is considered to be as a   gaining momentum now. A joint project of three leading industry associations is   working in the market this year. The Dialogue between business and power is  a necessary condition for moving forward to implement the strategy "Pharma 2020" for the sustainable delivery of a population-effective, quality and safety of medicines " - commented on the results of the conference the General Director ARFP Viktor Dmitriev.
