Association of The Russian Pharmaceutical Manufacturers (ARPM) turned to Russian Prime Minister Vladimir Putin asking him to take prompt action to correct the situation with the registration of the limit prices for drugs that are in the ZHNVLP list for 2012. The situation with registration prices for ZHNVLP list is estimated by manufacturers as critical. ZHNVLP list has not yet been approval for 2012. Also Health Ministry of Russia and the FTS denied re-registration of producers in marginal wholesale prices.
According to Federal Law № 61 "On Circulation of Medicines", Russian producers have the right to re-register annually ultimate selling price of the medication in case of change of prices for raw materials, overhead costs, as well as due to the established federal law on the federal budget for the fiscal year and the projected level of inflation. Simultaneously, government regulation of drug prices for medical use is carried out also by approving ZHNVLP list by the Government. Ministry of Health and Social Development in consultation with the Ministry of Industry and Trade, Ministry of Economic Development and the Ministry of Finance should provide to the Russian Government a draft list (Point 4 of RF Government Regulation of 29.10.2010 № 865 "On the State regulation of drug prices on a list of vital and essential drugs") no later than October 15.
‘’Several local companies are in a situation where production of drugs included in the list ZHNVLP and supplied program ONLS becomes unprofitable. In addition to rising inflation (7.2% in 2011, according to Rosstat), the manufacturers expect increase in gas prices, about 15%, electricity and heat - by 6% to July 1, 2012. Inability to increase the price, will lead to a forced halt production, followed by job cuts and outs of necessary medicines in pharmacies and hospitals, as well as to forced cuts in technological modernization. The lack of reaction of officials of relevant agencies, has led us request the Prime Minister to take immediate steps to remedy the situation and prevent the adverse social consequences’’ commented General Director ARPM, Victor Dmitriev.
