Association of the Russian Pharmaceutical Manufactures sent its proposals to the President of Russia and to the heads of relevant ministries in order to form a list essential drugs (ZHNVLP list) and to improve methods of pricing.

According to the draft of federal law ‘’On protection of citizens' health’’ drugs included in the medical care standard are to be included in the list of vital and essential drugs. ARPH considers it appropriate to to take into account several points. They are: ZHNVLP list must be approved for the long term (3-5 years) for generic drugs; It is important to provide a circulation of the medicine, which INN first included in the ZHNVLP list, without limited sale price for the period required for the registration prices; it is inappropriate to expand ZHNVLP by including all dosage forms of specific INN; it is important to exclude "obsolete" products and replace them with next generation products. The Association also to discuss the development of medical service standards and a ZHNVLP list together with the medical associations.

ARPH also offers to calculate average price of the total number of packages of the drugs, manufactured and shipped by the Russian manufacturers for the year, within excluding drugs that are implemented with a remaining shelf life of less than 60%. ARPH considers it appropriate to exclude from the procedure rate at which the maximum selling price must not exceed the maximum recorded marginal selling price for a similar drug, or to compare all products within the INN in the light dosage, dosage form and quantity in the package. In addition, the ARPH draws attention that the costs of manufacturing products specified in the procedure does not account the full range of cost. In order to avoid temporal inconsistencies that have occurred in the last year, the Association offers to form and make changes to the pricing methodology in advance.
